I have the honour to enclose herewith a copy of a despatch which I have received from the Acting Governor of Hong Kong declining to take advantage of the offer made by the Japanese Government, as reported in my despatch No 16 of May 4th 1887 to coin silver for the use of the Hong Kong Government.
I propose not making any communication to the Japanese Government until I have received your Lordship's reply to the despatch above mentioned, but it is possible that the Japanese Authorities may speak to me about it as the whole correspondence has appeared in the local press, having been referred by the Acting Governor to the Hong Kong Chamber of Commerce.
